You could try manually allowing the game to use full memory. Also reduces crashes by the truckload.

Of course, it might just be way too many units strolling around the world.

No it's not actually. I played DH games on my desktop with 300 division-armies clashing along the entire borders of europe and there was no lag. Must be some sort of save-shit.

I remember it saves all the news you get at the bottom of the UI in the savefile. Delete all or most of it and it should run better.

I've done this to both HoI3 and Vicky 2. Neither has crashed since.
