The reason for the absurd conclusion is because you can't fathom not metagaming, which is a you problem. This isn't something that can be overcome with a silver bullet--not at the table, and not in video games. What you're saying is that you're a terrible role-player, incapable or unwilling to act in accordance with the abilities of another. If you roll low INT, act like it. Shouldn't be hard.

This is some Oblivion LARPing-level bait shit. The game reacts to the player talking like an idiot, but the character being an idiot isn't reflected in the combat, mechanically and strategically speaking.

Even if you're making a dumb (low-int dialogue) character in Fallout you should keep his/her INT at 3 due to how it affects the number of skill points earned on a level up. The combination of horrible skill point gains and the fact that low-int dialogue locks you out of most quests means that if you're going to make a combat god, you either have to do some serious metagaming, engage in Mentat-related shenanigans to get quests you otherwise wouldn't, or grind random encounters.
