The DLC model means that all content has to be modular and optional, while adding large features like this wouldn't work unless it was something everyone got and then the DLC just marginally improved (like the leaders update). Big mods basically require a new game ala the star trek mod/game.weird, because i had a mod doing just that, and paradox has just been copying mods for years.expected to explore pockets of new universe? Yeah, the "you can mix and match DLCs however you want" sounds good on paper, but is ultimately the reason why their games get into a content bloat loop where no meaningful new mechanics get introduced. I see that they are slowly running out of ideas, since the latest expansion will focus on something that already exists in the game. I hope this is more than just a new category of portraits and a few laws.
