It's Rules of Engagement 2, I have it :D Spent quite some time with it.

Respect. Loved that thing back in the day. Guys who made an overhead turnbased tactical game (Breach) and then an interstellar fleet sim and then found a way to combine them and even made sequels before turning to spreadsheet software. Game devs were so far out back then it was fucking awesome by default.
