I usually think Pirates! (any version) as very light RPG.
Still it's my 4th all time favorite game.

At the time they called it an "action-adventure-simulation"

It raises the question what makes a strategy game. Pirates! had a classic turn based mode for land battles so it certainly had many elements of a strategy game. It also had a general setup and setting that naturally leads to a strategy game. On the other hand some parts had very clumsy fast paced controls like the sailing or the sea battles so it was a bit of everything that was known and available at the time. I usually list it as a strategy game because that is imo the genre that fits best, of course other genres come to mind as well but they fall somewhat short of that mark.
