Firaxis confirmed that modding tools for XCOM will not be included with the new expansion pack, Enemy Within.

They have not said that it won't happen, but are not committed at the moment.

Don't care at all. The Things Xcom 2012 needed (random maps, roaming aliens) are too complex to be modded into the game engine anyhow.

There's always hope to mod roaming aliens into the game, and while not random maps, a huge community mod pack would surely help the game A LOT.

Its inherent nature is still a tactical squad-based game. To match X-COM, it needs a better strategic layer, random maps, and, well, a different game design philosophy, but to be a decent tactical game in its own right, it needs to revisit balance and deal with enemy spawning shenanigans.

Unless your definition of turd is any game that isn't X-COM at its core. I might be inclined to agree somewhat. :)

If they keep stalling releasing the mod tools, someone will eventually release a true XCOM successor and nobody will be interested in modding their game anymore.

Maybe they are doing the community a favour, preventing fans from wasting their time.

I've been sceptical about moddung tools right from the start.
They have always been vague and non-committal about it, which usually translates to: "No, fuck you" in PR speak.
Would be nice, but it's probably not going to happen.
