Groups of players operate the major powers on three levels Strategic, Operational, and Tactical.</p><p>The rules permit the players to change history while setting the parameters at the game start to recreate it. The events that took place in reality are not dictated to take place exactly as they did. To avoid a one-sided war, since Germany was not at full wartime capacity in the beginning, certain limits are placed on the timing of great events like the entry of the Russians, Japan, and the United States into the war.</p><p> The Tactical Level (TAC) is where all the movement and action takes place. The decisions made at Strategic Level (STRAT) are translated into missions at the Operational Level (OP). These missions are then resolved using a unique system that does NOT involve any dice at all.
