White Orchard windmill?
Has anyone found a way in there. When I jump up there, it says the door is locked. Can't seem to find a key, or a quest, to find out what's inside.

There is nothing inside. Most towers are locked in this game.
But you should check carefully shacks nearby. Aard might come handy, just sayin' ...

There is a secret brothel in that windmill, but you must buy the expansion to get in.

There are many unreachable interiors with loot containers in clear sight. The devs are a bunch of cockteasers.
