I was never bothered by the time limit in Fallout. The game is pretty short, and you get constantly given hints as where the water chip might be. Even if you fuck up, you can get extra 100 days by paying the water merchants. Only way I see it happening, is if you just start going off in random directions but mutants will get you way before the vault runs out of water.
