No, they will release *only* the toolset, and title it TESV: DIY. Instead of releasing a game that is 'a bit broken' so the modders can have their fun, they won't release a game at all, which means even more fun for the community!

I don't think having action game combat would be a bad thing at all. But it would have to be done right, not in a half-assed way. Oh, if it would fight like Max Payne or Ninja Gaiden but still use non-combat skills like they should be used...

*New Hyper-Radiant AI makes NPC behavior more realistic. They now use the bathroom!
*Every property in the game is purchasable, allowing you to decorate the world however you please!
*Only two types of armor pieces per set (Torso and Legs)
*Rings and Necklaces now grouped into one particular item slot, called the jewelry slot (no more micromanaging those rings and amulets!)
*Own your own pirate ship and be able to go hunting for treasure maps in the ocean! (Maps must be translated by Fargoth though for 3k Septims a piece)
*Magicka and Learning Spells is now abolished. As long as any character has the appropriate spellbook he/she can cast that spell at will.

Since Bethesda outsources everything, they'll license TomTom for their in-game map system, where you can get plug-in waypoint packs after finding and inserting a special crystal (memory card).

Because some people had trouble finding their quest points with the TESIV GPS arrows, there will now be a glowing green line which players can follow to their next quest. You can't shut it off. It's "magical." The autowalk button will also autosteer.

TESV not only doesn't come with mod tools, but it's hardcoded as much as possible. The PC version (as if there's going to be one) won't have a console.

There are now only four complete suits of armor in the game, and you cannot find them in pieces. They can only be picked up and equipped as full suits.

Khajiit are neko Wood Elves and Argonians are green-tinted High Elves.

Bethesda still thinks they're on a high horse with realism by not including duel-wielding, despite the rest of their game being homogenized generic fantasy garbage.

If combat and magic and thievery were really well balanced and each had its own awesome game system and game approach to different situations would it matter that the stats tracked by the game came from only 3 skills plus a few main attributes?

The TES character development system if far from being the worse I encountered, but it doesnt exactly take a rocket scientist to build a good char and there really arent true tough choices in character developement, so my point is that perhaps some complexity is only useful to appear as such.

TESVI will improve on combat/magic/thievery system. The game will be a complete cinematic experience where all events take place without player's intervention, and specific encounters will present the player with dire choices and consequences:

Mouse1 = Combat solution
Mouse2 = Magic solution
Mouse3 = Thievery solution

Of course that's being optimistic enough to believe a mouse will be used in the near feature (which is too complex with so many buttons and axes to thing about).
