They are mutants who appeared due to the setting, in which mutants tend to form due to radiation, who someone then decided to call Ghost People despite them not actually being ghosts. Kind of like how Ghouls are not undead, and Centaurs aren't actually centaurs. But no, let's go "DERP THEY R CALLED GHOSTS SO THEY R TEH UNDEAD!!"" Wait, am I arguing with Skyway?

The ghost in Fo2 was there because she had her grave disturbed and her locket stolen (Thinking about it, Im not sure if her grave was disturbed, but the Punk found it in the ruined building which summoned the ghost), granted, it was the den, and perhaps a collective Jet trip coupled with swamp vapors made the hallucination real for the PC and the Punk that did the thieving, but it was one instance of a ghost. If that were the case, then they may as well add the crashed space pod with phaser, solar scorcher, the Vault chip event (LOLOLOL Oblivion gate!!!!), the Gatekeeper and Holy Grail expedition, the Tin man, the Whale and the flowerpot (or perhaps another novelty from Hitchhikers guide, perhaps 42 mice?), the spammer (could retool it to the Rabid dumbfuck Beth fans and the Fallout fan) and any number of special encounters, and if that is not enough, During a hack in some Poseidon computer you can have a dialogue with an Enclave trooper, Film a porn movie, or merely be the fluffer (YAY MINIGAMES!!!), or any other number of dumbfuck ideas they could lift from the Fallout (eugh I fucking HATE this word but its how they will see it) 'franchise'. That is _IF_ that is a ghost, and there will be more than that one NPC as a ghost.

My interpretation of that picture alone, A display via hologram in place of a statue, perhaps it serves as a town information centre, or a guide, or it strips naked and Tubgirls a Fountain when you toss in a [strike]penny[/strike] cap. The people that live there may be paranoid of outsiders and program the hologram to scare the fuck out of strangers thinking it as a ghost. As the original quote has no discernable source (I dont trawl the Obsidian/Bethshit forums so it very may well be a known quote from any number of superderptacular devs) I have to judge on that image alone. This is not an apologist viewpoint, merely a Devils advocate to the Kneejerk reactions on both sides (ie, ZOMG GHOST FULL DERP AUTO MODE ENGAGED, and ZOMG THEY HAD GHOST IN FALLOUT WHY IT CANT BEE!!!!)

More legitimate information before we go into full meltdown and break out the pitchforks and angry chairs please.

Well we have radiated glowing ghouls in fallout already and these mutant ghost people are just mutated, radiated things called 'ghosts', so what's the problem? You whine about Bethesda reusing the same enemies in FO3 yet when an attempt is made to diversify and expand the critter pool all of a sudden you faggots are all up in arms! Centaurs, wannamingos, floaters etc. are all pretty 'wacky' enemies, yet I don't see too much rage against them. Oh, you are quick to explain them away, but you get some basic info about a 'ghost' and rather than wait for more details you just shit yourselves with indignant rage! Puhlease....
