Well to create a world you don't even need a rulebook, as long as you are not going to iron out NPCs in detail beforehand. I prefer Rolemaster tough ;)

Rolemaster was downright psychotic. It would take 10 hours to make a character 2 seconds to kill it.

To my surprise, I didn't hate NWN, even though I get bored very quickly of simple hack & slashes. Probably because I knew what to expect going in. Just reminded me of the D&D equivalent of VTM: Redemption. It was ok, not interesting enough to warrant purchasing HOTU or ever wanting to touch it again though.

Most of the single-player modules suck. You have to dig through hundreds to find a decent one, and the majority of the good ones are that way due to a heavy amount of scripting, linearity, and generally focusing on only one character type. It was still a nice attempt by BioWare to pull that off.
