First person? I can handle. The fact that you can pause infinitely and unload clips into people's heads without ever bothering to aim for any other body part? Suddenly I'm uninterested. I heard this one is more first person shooter than RPG anyway. I'll go play STALKER now.

You don't have to use it.

Besides in old fallouts you also could push 1 button and 'unload clips into peoples heads without bothering to aim'

Project: Eternity Torment: Tides of Numenera Wasteland 2 Divinity: Original Sin 2 Pillars of Eternity 2: Deadfire
The difference being, that said people could actually fire back when it was their turn.

But time moved very different for them IIRC? Like, you could fire an insane amount of shots in the time you're in VATS, while they could only shoot like a couple.

Ah, that is correct.

It has been noted that while using V.A.T.S. the player can not move and the enemies continue their movements and actions at a reduced speed and do reduced damage. As Todd Howard explains:

The selected cameras control how fast various things move, so most of the time, you, the player, are animating in real-time, the enemy you are shooting at is moving at one-tenth speed, and the rest of the world is paused, or updating slowly. We found just playing everything at the same speed doesn't feel or look good at all, we had to separate the three out; you, the enemy, and the rest of the world.

They've supposedly, allegedly rebalanced it so that you won't get 95% chance on a headshot unless you're practically next to them. They were going to do similar rebalancing with eyeshots in Van Buren, so I'm willing to believe it is somewhat better.
