If that value is correct, it includes publisher costs (i.e. marketing, distribution, translation) as well. From several pages ago, it's unclear if Forbes got the number right, though. I think the general consensus is that the development cost was between 11 and 15 million USD.
The 36 million is a number by Forbes, the Czech edition, and nobody knows where it came from. They likely didn't get it from "official" places coz there's no attribution and Warhorse hasn't commented. Plus Vavra always maintained their budget is a sliver of what AAA games cost. I've always thought it's fantasy, plus now some sources say it's WITHOUT marketing, which is definitely insane, the game would be more expensive than Witcher 3.

The comments under that article are hilarious.
Apparently there's a painting made in the era, of a biblical black queen Saba, which supposedly proves that painter knows how a black guy looks, because he met one in Bohemia.
Of course, there's probably also paintings of Jesus made in that era. Following the same logic, this proves that painter was a time traveller who went back in time to meet the real Jesus, and then went back to 1403 and painted his portrait.

She enters and immediately turns around, opens the door again and exits the room. I am struck, but when I highlight her to try to talk to her, the tooltip says "Old Whore"

We definitely know what was happening in the past, even genetic composition. I posted already, that czechs (and moravians) have about twice as much Avar genes as every surrounding country (but no black genes). And we even know stuff like: Silesia had STRONG autonomy, or spit between leader of the country and high ranking official in year 8xx after which was slavery forbidden in czech highlands and in Moravian lands, or that certain noble stolen a horse and rode away with it and refused to pay for it. And considering the political turmoil in the country at times of the game, it's VERY likely a foreign noble with black man servant would RUN AWAY before he would get into trouble, or killed. Remember even Racek kobyla was sliced to pieces thrown to main street and these who killed him jumped on these pieces. Now imagine what they would do to FOREIGNER...
