So it's still 15-20 minutes to connect to a server every time someone moves an outhouse because you have to re-download the entire module. :decline:

The beauty as it were on NWN1 servers was that the PWs could update daily during maintenence with minimal fuss for the players.

No, you don't really have to do that, only changed stuff is re-downloaded from what I've seen. I think you mean those big-ass PWC files, but those aren't really used any more I think. The biggest files are usually HAKs containing monster and clothing models and such.
