Of course not OP. Nothing ever is perfect and can be improved upon. Even a gem like Fallout can be fixed, although making it a FPS with UFOs was probably not the right direction.
The question however is not if better CRPGs "can" be made but if they "will" be made. No one claims that there isn't any room of improvement in CRPG. Literally, I can't think of a single person that says that.
In other words: the fact that something is possible doesn't mean it will happen.
