The player can move wherever he wants as long as he has the necessary information about the locations. He will meet the new President, old friends and a lot of people who look at him and see nothing but the next victim.</blockquote>

I wonder if the player is free to wander around until he finds new locations as well. It'd be kind of odd if entire towns could effectively hide from you until someone tells you they're there.

They camoflauge it with a big giant blanket, and when someone walks by you can almost here the sound of snickering.
