Because some of the pictures that were taken were a little bit too revealing in terms of a female characters. Some of them were scantily dressed… I think the Naga was. When the final product was released a lot of fans complained that art was too sexual in its nature.

Also, I think our fans in general weren’t prepared for the science fiction element. It shouldn’t be sprung out to them in the artwork. As a result, a lot of our fans complained… One of our loyal fan websites threatened to launch a boycott against the game.
HoMM3 fans, cucks and secondary tourists confirmed.

Wait, wait. So if skill-specific gameplay is shipping... Why cannot clan-specific gameplay ship? It's very easy, especially if a clan is comprised of core skills. I clearly missed the point here.
If you want some kind of specific non-shallow unique gameplay on top of what's available to everyone else, that's going to get out of hand. Bloodlines as it is couldn't possibly deliver any more. That's the extent of what they were able to do.

Age of Decadence did "each background has a significantly different experience" and that took 11 years.
This. Slightly different experiences is the best we can hope for. Like 2-3 clan/class/origin/wtfbbq side quests.
