Ok, that was pretty spoileriffic. Now we all know what the imperial guards are about. They're Siths.

Sounds more like Waffen SS, methinks ;)

Here is the Imperial Guards concept art:

Overall, I wouldn't say that IG is an "evil" organization. They have a worthy goal - to restore the Empire, and since they are a military organization, they believe in decisive actions (that are justified by the goal) rather than in political dialogues.

As for the example above, look at it from a different angle. The Guards needed an excuse to start taking over. They hired some local cutthroats, who were willing to attack and kill innocent (for the lack of a better word) people, without a goal higher than getting paid, basically. It's not hard to see why the Guards would take the most capable fighter and kill the rest of that scum.

Oh, I didn't get that detail from your example. I thought that the "local scum + backstab"-thing was just the usual drill sergeant harangue. If the recruits are factual murderous thugs, then I see why the guards wouldn't care about their lives. But the example also said that they were three farmers who thought that they could be soldiers, and that made them sound down right innocent to me. In other words, I thought that they survived being attacked while guarding merchants, not that they were hired to attack merchants. So, more spoilers for us all, eh? :D

I posted only a few lines here, but it's very clear in the game who these people are. The "local scum + backstab" *is* the "usual drill sergeant harangue", but these people did agree to attack the caravan (everyone's given an option to back out) and that makes them (and you) nothing but scum. Well, since it's an RPG, you are not a regular scum, you are a scum with a vision.

The farmers remark shows the contempt and the overall place of the new "recruits" in a fighting men hierarchy from the Guards' point of view (to go back to John's original question).

I bet TNP makes a bee-line for the IG as soon as physically possible.
