Civ 3 Mods (Fallout, Warhammer)

having never played civ3 (only 1,2 & 4 - missed 3 and was told it s the worst anyhow so i skipped on it ) i only recently "misclicked" into its forums at civfanatics and stumbled over 2 particulary interesting mods/tcs, one for warhammer fantasy and one inspired by fallout. screenshots-wise they certainly look interesting.

so did any codexian give these mods a try and can recommend them ? are their proper TCs in that they also introduce new gameplay mechanics (similar to FFH2 for civ4) that fit their setting or are they merely "reskins" (i.e. basic civ3 gameplay with different looking & named units) ?
