I play this every now and then. Its an interesting game with mechanics that are very unusual for RTS games (management of civilians, spreading contagion etc). You can upgrade your units with better weapons and gear, there is base building and CoH-style territorial control. So far there is only one game mode (you vs the main contagion spreader, you have to collect research material to develop ammo that can kill it). There is supposed to be a normal SP campaign at some point, but the development is taking forever.
Most likely a single dev / super small team thing.
It looks like it, anyway - not that that couldn't result in a good game, but it generally takes a while to get there...
