Mostly I think people were making Imperial Guard mods. Oops! So were the devs
Well, I did find a pretty good Armageddon Steel Legion mod, featuring Commissar Yarrik as the top commander. Pretty good, though it's nothing like the Imperial Guard, and still pretty rough around the edges.
