You know, I don't actually mind over the shoulder camera as much as every other codexer, but hot damn, this one sure looks annoying.

A while. They keep changing what it's supposed to be. My bed is that it will be either vaporware, or something to sell for 19 zloty at kiosks by City Interactive.

Their problem is that they wanted to go straight to become full-time game developers on a payroll. They (supposedly) developed a basic system, even using the Unigine Engine as provided for free to them, and instead of actually developing a game on their free time, they started searching for publishers/funding.

They must have believed way too strongly in themselves to get funding for the original design, and probably did the consoltard shooter approach to keep up with the consoltard market.
