    That's easy. Gladius had a system for multi-turn movement that basically worked out to you can order a unit to move further than it can in one turn and it will stop when it reaches the end of its movement. On that unit's next turn you could select the command "continue" which would make it complete this movement (or as much of it as it could), but with greater speed than if you just normally moved, which in an AP based game just becomes reduced movement costs (It may have also made that unit move a few squares while other initiatives were playing out, but I forget). Once you implement that system it is unambiguous if a unit is moving on someone else's turn and then it's just a simple matter of calculating angle of movement compared to the shooter (greater penalty the closer to perpendicular the movement is from the shooter's line of fire).

    It's actually low caliber high speed projectiles that beats cover (Remember: It's energy = mass * acceleration squared). 55 grain 5.56 (the lightest bullet you can get for that caliber when you exclude plastic training rounds. Virtually all cheap 5.56 ammo in the US is 55 grain) from a 20 inch barrel (Most civilian guns are the legal minimum of 16 inches, and most new production military guns are 14.5, but all the older M16s the military has floating around are 20 inch) will penetrate level III armor when 7.62x51 and 30-06 ("higher" calibers by any definition) will not because 5.56 goes much faster even though it is lighter. This is why home defense rounds are on the heavier end of projectiles, so they don't go through as many walls. AP ammo (steel bullets that keep their shape and flight-path when they hit things instead of soft lead bullets that deform when they hit things) and pointier bullet designs (7.62x25 or 5.7x28 vs. 9x19) helps, but speed is most important. What a heavier (meaning bigger if you're using the same materials) bullet does do for penetration is allow it to keep lethality (because while bullets slow down they don't get lighter) if it can penetrate something instead of losing its velocity and trajectory after that.

    I am really interested in this game because Ufo enemy unknown is my favourite game of all times and Xcom2 is my favourite game of the moment.

    The fact that Phoenix point will feature even the same composer is such incline because, u know, Ufo ost is the best of 90' games, matched only by the Warcaft 2 one.
    The game already feels deep and time consuming, and the hcorror vibe is much needed after the weird ninja turtles art direction taken by nuxcom...

    Only one thing:
    Do not understimate the importance of environmental variety in a game like this.
    Featuring only wastelands, ruined havens and fucking oil platforms with barrels in a procedural system will make even a single playthrough falls into real life suicide feelings.

    Both ufo defense and xcom2 did well in this regard.
    Nuxcom1 did worse but at least they were handcrafted , so nice too look at

    I want to see proper Ironman. I savescummed UFO Defense like there's no tomorrow. Europa Universalis IV did great job on discouraging savescumming by making achievements available only in ironman.
