IGN has a dev diary about weapons and such in Fable: the Lost Chapters. Here's a little bit about balance and uber weapons:

The problem is thus: The Sword of Aeons or, "Oh bugger, there goes the balance," as we all refer to it.

At the end of Fable, we left players in a situation where they might or might not have the most powerful weapon the world has ever seen.​
Yup, that's a tough call. If you absolutely have to have the biggest, baddest weapon in the whole wide world in the game to defeat the biggest, baddest monster in the whole wide world then that's what you have to have. Of course, it might be better to have the biggest, baddest monster in the area as the bad guy and then players don't have to find the biggest, baddest weapon in the whole wide world and they can get more choice in what weapons they choose to use.
