Unarmed/Melee in the original Fallout ?

That's because when you have Power Armor you should also have a Power Fist.

I never tried melee/unarmed pc in FO1, but in FO2 my Science Boy only combat skill was unarmed because with PE1 he could't hit a barnwall with a gun. Still most fights were done by companions, so it's not a pure case.
