There are no official requirements yet, except for the helpful statement that it will require Windows XP or higher and that the requirements will be higher than the ones of Total Annihilation. [So says the official FAQ from June. The latest developer statement on this is from November and states that, indeed, they don't have any requirements set in stone yet and that they will update the FAQ once they do.]

There are certain minimum requirements for the beta but they seem a bit too low at the moment (especially regarding Ram and Processor speed):

Operating System: Microsoft® Windows® XP (SP2 recommended)
Processor: 1.8 GHz or greater; 3.0 Ghz or greater, dual core, recommended
RAM: 512 MB or greater; 2 GB recommended
Hard Drive: 3 GB available hard disk space
Video: 128 MB video RAM or greater, with Vertex Shader / Pixel Shader 2.0 support; ATI X800 XL or greater, nVidia GeForce 6800 or greater recommended
Audio: Sound card or on-board audio component, speakers or headphones
Internet: 56.6 Kbps Internet connection required; Cable/DSL speeds with 24 Kbps upstream per opponent recommended.

The newest official FAQ just repeats the point that the final requirements will be made public near release and that the biggest performance improvements will be made at the end of development. On a PIV 2.6 Ghz, 1GB Ram, Radeon 9600 Pro it's quite playable on low settings and in 1024x768. But don't expect a very decent framerate then in a 3vs3 game on a 20x20 map f.e.. The least thing you can say about the game is that it'll probably be as future-proof as TA was. :)
