Anyone remembering this Chinese AOE/Warcraft-like ?

I played it ages ago, in fact I think it was one of the first vidya I played. Classic mythic china rumble with heroes from 3 kingdom era. I remember it had lot of cool features for the genre. Soldiers were recruited by converting workers into soldiers. Stables generated horses that any character could ride. Every base was inside a walled city isolated from the general overworld and you needed siege engines to capture enemy base. Cao Cao mug would shout "I'd rather betray the world than let the world betray me" on the campaign screen.
