"I personally detest the skill system here--skills only going up to a 100 and other crap.
Ex: Perception only affecting small guns damage--the trait that affects big guns is endurance--non-sensical--totally non fucking sensical. Also everyone needs to be a weapon repairman apparently because every fucking gun is always broken. So instead of not being able to find good loot because you are too low level like in Oblivion--you can find a rocket launcher or whatever early but its broken in half and does shit for damage
Melee is alright but its kind of marginalized and not very effective by midgame.
CHA sucks
INT is the only thing that affects dialogue options and you can't really talk your way out of a whole lot.
Its even more of an action RPG than Oblivion--you are going to be doing alot of shooting.
Dungeons aren't a whole lot better than Oblivion really either--no personality there.
Overall id' say 7-7.5 (on a real scale..not the 8-10 scale actual reviewers use)
Slightly above average with no risks taken--although I guess I haven't completed all the content yet."

How open-ended are the quests? Not very
Do the NPCs still have delightfully nonsensical conversations? The conversations are more Fallout 1 than Fallout 2--but with increased brevity and really bad voice acting.
