What are games/engines with the best mod support in multiplayer? People actually playing the mods, not having to switch out of the game for every mod and ease of modding are big pluses. I know some contenders.
Starcraft2; What do i need to buy in order to get the mods? Afaik the editor scales down mod complexity and can't make an RTS but lots of other stuff.
SpringRts; Free. Not many people and really difficult modding.
Civ4; http://forums.civfanatics.com/showthread.php?t=462190 , requires restart?.
GalCivTw; Great modding tools but mods can't be played in multiplayer.
Correct me if I'm wrong about these games.

The FPS games of the late 90s had pretty amazing modding scenes, UT, Quake 2, Half-Life and Starsiege: Tribes all had very active modding communities with many active players. There seems to have been a shift away from both mod creation (understandable due to technical requirements) but also away from mod playing, which is sad.

UT has UDK and many games are made on that. Source is still popular? Tribes is mmo now (im steaming it right now) and quake is dead.
