I don't know if my computer and Victoria II mix, because I have only 2gb of RAM, but that seems awesome. I mean, United Kingdom of Portugal, Brazil and Algarves! That's awesome!

How finished it is?

It is certainly playable as it is because the game is meant to progress more or less smoothly towards the regular 1836 start. Sure, you'll get weird things such as the Netherlands being allowed to have full control over Belgium. But since the modder is going on a per region basis the content for Portugal/Brazil should be pretty much finished.
