They will, once the war will be close they'll have to build fleet which only "quality" won't be big pricetag.

What stop them from simply making more anti-ship missiles to turn your armor into pieces? Missiles are cheap, boats are expensive.

Physics.

Typical anti-ship missles are slow for their payload, so adding tungsten/DU penetrators will only fuck their shit up, while very logical choice - HEAT warhead is largely ineffective when you want to damage a target with high internal volume.

HEAT will penetrate, but it won't damage any vital systems inside of the ship itself(since they're not directly behind armoured belt), so the best thing they will achieve is killing few crewmen.

You're assuming the Ship/Anti-Ship Missile Ratio is not like 1/100.

Single anti-ship missle cost ranges at around 20 million dollars. Nimitz class aircraft carrier(enormously overpriced shit) is at 4,5B. Let's assume that we have 4,5B warship but actually armoured. Let's assume that(again) 100 rockets will cause significant damage to it. Good job, you're paying 2B for damaging it

Assuming you'll hit with every single one of them, none of them will be dud and antimissile systems doesn't work at all.
