Will one be able to make or modify classes using the mod tools?

Excellent. Designing custom classes beats tweaking multi-classed builds any day. I still remember the 3rd edition books with that example of a ranger forgoing the animal companion for detect evil and a paladin mount... And nobody ever using it anywhere. Custom classes ahoy! :salute:
