Although they did use a different league for it.
It was a different format.
The gist of it is that with Cyanide's excellent design, to have semis (aka 2 pools of play offs after 1st phase), you also need to have 2 pools for the first cup phase. If there is only 1 pool for the first phase, the playoff teams are also all assigned into 1 pool, into a mini-cup sort of thing.
Or at least that's what the 'rules overview' gives me before I click 'create league'. Whether that is actually true is anyone's guess.

Nah, it's possible.
Have a league that plays out with no play offs set.
Then you filter out the top 4 and have a playoff league. Have them leave and rejoin the playoff league ala F13
