I remember some people were waiting for it, so Skyrim's DLC got decent individual discounts (60% for Dongguard and Dongborn, 50% for Harlotfire). Before only the full pack would be discounted, so people who had the base game were left out.
There were often discounts for the DLC. The problem was that those discounted prices together were still more expensive than the discounted full pack that included the base game. Dawnguard even had a 75% discount in the first year.
It's common. I'm still waiting for the time when it's cheaper to buy individual DLCs than the full pack with the game for Fallout NV and XCOM.

XCOM is really cashing in on the fact that it only gets decent with the expansion (and there's better mod support afaik).

I bought Enemy Within when it was €5 with the free XCOM Enemy Unknown giveaway. Not sure what it cost during the last sale. Wasn't it €7.50 for both?

Star Wars sale, not bad. Procured EAW and the KOTORs, will wait until x-wing/tie-fighter get a sane price drop. Jedi Knight will wait until the future, 80-ish potato is as much as I am willing to spend on vidya games this paycheck period.

Also lol at Activision sale. Call of Duty, call of duty, call of duty. Is that and skylanders the only thing keeping that damn company afloat? Besides milking blizzard that is (still waiting for them to pull a daimler-benz and ditch activision just like daimler ditched chrysler, fail merger is fail).

Get them on GOG instead, at least there you can change the configuration settings to make the games run properly on modern systems.

But then again, you also get King's Quest 8 on GOG.
