Tactics Ogre is isometric at least but I don't know if the map is rotatable. Considering it's a spiritual predecessor of FFT, I presume so?

Pretty much all PSX-era SRPGs, I think. Saiyuki Journey West, Kartia, Vandal Hearts, Brigandine, Front Mission series, Disgaea and friends...

Many (most?) Fire Emblem titles, too.

Ogre Battle 64 uses 2D sprites against 3D background on a strategic layer, but not in battles where it is 2D for everything.
