Besides FFT, are there other RPGs that use a 3D map and 2D sprites?

Pretty much all PSX-era SRPGs, I think. Saiyuki Journey West, Kartia, Vandal Hearts, Brigandine, Front Mission series, Disgaea and friends...

Many (most?) Fire Emblem titles, too.

Pretty much all PSX-era SRPGs, I think.

Saturn SRPGs, especially tactical, aswell.

Dragon Force, Dragon Force II (giant map not 3D, but combat field in 3D)
Wachenröder
Black/Matrix (later ported to DC, PS, and a sequel on PS2)
Riglord Saga/Mystaria: the Realms of Lore/Blazing Heroes (the US title was changed in 96 because of "copyright infringement", maybe because of D&D Mystara, I don't remember correctly), Riglord Saga 2
Shining Force III scenarii 1 to 3

neither tactical nor strategic:
Dark Savior
Sword & Sorcery (same engine used for Riglord Saga series)

Ogre Battle 64 uses 2D sprites against 3D background on a strategic layer, but not in battles where it is 2D for everything.

The Dragon Quest games on DS (excluding IX), and Dragon Quest VII on PS1 are fine examples.
