how do i convert a .cia into a .3ds rom?

If it's decrypted, you can use "3DS To CIA Converter" as somebody actually was Dolan Felipe-kun already explained in the other thread. And then use it in Citra (supports .3ds & .cci).
If it's encrypted, you'll end up with encrypted .3ds file, which can't be used in Citra.

wait...I thought CIAs WERE 3DS roms?

Am i missing something here?
.cia is a format that you need to play with firmware hacks. you install the game and the files you install it from is .cia

.3ds is the raw decrypted ROM. i think flashcarts can play this as well as emulators, but custom firmware like Luma3DS can't play .3ds directly

oh, btw, Citra plays .CIA now. that's how i got beyond the labyrinth eng-patched .cia to work.
