NV fanboys will always bring up the world dynamics and C&C. And if something doesn't work as intended it's "muh 18 months of development". It's not good and most people (not redditors) don't consider it to be such.

Milo's meant to not react to that, it's actually a typically masterful bit of design by the auteurs at Obsidian. It shows the NCR are stretched thin and that Milo's so deprived of resources and is so held back by bureaucracy that he hurrrrgh wuururrgh gughujgghgh

Note that my post was about the HL2 comparison specifically and why New Vegas looks worse than HL2. Note that i do not claim that FNV looks great, if anything compared to other games at its release date it does look dated, if nothing else.

That said, Stalker specifically also benefits from having its world made up of smaller segments (it doesn't have a huge overworld like FNV/F3, instead it uses smaller maps you switch between) and AFAIK does use some baked lighting (mainly for ambient occlusion). I think the maps in Stalker do not have as many objects as FNV/F3 too, but it has been a long time since i played Stalker so i might just misremembering.
