Some usual stuff: Big Muscowy, run-away Ottomans...
Muscowy and Ottomans perfomance are very unusual. Aside from standart stupidity which can be see in EU3 also. And devs said, that they already corrected Ottomans AI in current version, so they must finish off Romans properly. Regarding Novgorod proplem they were much more vague.

France became Europe's bitch and was teared apart by Burgundy, French minors and Castille/Spain (I think that happened frequently in a old version of EU3)

I am pretty sure, that France was stronger in earlier versions of EU3. Now you can see them collapsing even without player intervention. Only it is rare occurrence.
But in EU4 France seems even less omnipotent, and can exhaust itself easily in constant wars.

Crimea and Kazan last a long time
Crimea was conquered in the middle of 18 century, so it shouldn't be that suprising. But Crimea hold such a long time because they was vassals of OE, which isn't seems to be the case in that game. And I don't see any reason for Kazan not been conquered at this point. They are already as good as dead.

One of the most popular complains for EU3 were that Russia and some other countries never formed. Muscovy was one of the most difficult starts and Paradox seem to adress that. Notice how long Novgorod lasted. And then at some point Muscovy started to bite chunks of neighboors left and right. same goes for Ottomans.

There is new music? I was guessing from Quill's video that it was exactly the same as before (the tripe I always turn off first thing, because it's so bad).

it'll take at least three years to get anywhere close to its predecessor with the best EPs and mods

But EU4 actually built on EU3 with all EP. They abadon some not working properly stuff, like hordes and Shogunate, but most of expansion content must be still there
And EU4 have improved AI, which was very hard to fix in EU3 for modders. MM team put many effort to direct Ottomans into Egypt, but now, it seems, Ottomans go there by itself. Also there is new trade system.
So it is really close call to choose between vanilla EU4 and modded EU3.

Troubles with forming Russia came from long core creation and the nature of EU3 nomads. EU3 Muscovy was one of the hardest starts in the game and AI fared extremely bad there. Plus ou needed Novgorod and that required multiple wars to annex - another field where AI failed.
