The 1.3 Patch for Fallout:New Vegas has been released on Steam:

This update contains optimizations and stability improvements, as well as the following balance changes:

Guns:

Automatic Guns - SMGs, the Assault Carbine, and the LMG are more accurate across the board. They're also more durable. 12.7mm SMG mag capacity increased to 21.

Shotguns - Buckshot has received a x1.2 inherent DAM mod. This slightly incentivizes using buckshot over slugs when enemy armor is not an issue. Magnum buckshot has a x1.3 DAM mod and a small amount of DT bypass. Spread for many shotguns has been lowered.

Hunting Rifle, Anti-Materiel Rifle - Hunting Rifle and AMR now have the lowest spread of all rifles. Hunting Rifle RoF increased, Crit Chance set to x2. Anti-Materiel Rifle's Crit DAM has been raised from 80 to 110 to make it more viable when compared to the Gobi.

Sniper Rifle, Gobi Campaign Scout Rifle - Sniper Rifle and Gobi now have a higher RoF and lower AP cost. Both have x2 Crit Chance. Gobi has increased DAM and much higher Crit DAM over the Sniper Rifle.

That Gun - That Gun is now a slow-firing hand cannon that does huge DAM firing 5.56mm out of a short barrel.

Hunting Revolver – Rate of Fire increased.

Service Rifle - DAM slightly lowered, firing animation changed to the one used by Marksman Carbine, RoF dramatically increased. Spread decreased.

Silenced .22 Pistol, SMG - Crit DAM and Crit Chance significantly increased.

5mm Ammo - Base ammo has 10 points of DT bypass. AP variants have 25 points of DT bypass. This affects the Assault Carbine, Minigun, and CZ57 Avenger.

.308 JSP - DAM mult reduced from x1.5 to x1.3. x2 CND degradation effect added.

Lever-Action Rifles - Cowboy Repeater, Trail Carbine, Brush Gun - RoF has been slightly reduced, AP costs have been significantly increased, and spread has been slightly increased. Cowboy Repeater Custom Action RoF increase has been reduced. La Longue Carabine spread has been significantly lowered.

Explosives:

Dynamite - Larger explosion radius.

Frag and Plasma Grenades – DAM increased.

25mm Grenades - Slightly increased DAM on the explosion.

40mm Grenades - Significantly higher DAM on the explosion.

Missile Launcher / Fat Man - Now have much better zoom FoV and good accuracy. Missile and Fat Man projectiles (not the explosion) have a large base DAM. Both are extremely effective on direct hits, but still potent even if a direct hit is not scored. N.B.: Listed DAM on weapons assumes a direct hit!

Energy Weapons:

Gatling Laser - Base DAM is higher. Against heavily armored targets, this is still a poor weapon. Against lightly armored targets, especially with Over Charge or Max Charge ECPs + Focus Optics + Laser Commander, it has extraordinary DPS.

Tesla Cannon, Tesla-Beaton Prototype - These now consume far less ammo per shot and can be fired several times before a reload. DAM is beefy with an additional 2 second DoT.

Pew-Pew - Lower ammo capacity, consumes far fewer ECs per shot. Still a two-shot weapon.

Melee and Unarmed:

Ripper, Chainsaw, Thermic Lance - DAM lowered, all ignore DR/DT.

Bladed Gauntlet, Mantis Gauntlet - Ignore DR/DT flags removed (were not supposed to be marked as such). Mantis Gauntlet animation/sound fixed.

Perks:

Splash Damage – Functions properly.

The Professional - 10mm Pistol, SMG added to perk list.

Why the fuck post this shit here? Are you this starved for gaming news that you're now reduced to posting fucking patch notes? FFS

Hasn't the Codex posted news on Wesp's VTMB patches? Still, I guess that wouldn't count since those are unofficial.

Can you think of an RPG more of note to the Codex that has been released in the past five years?

True, even thought Knights of the Chalice has more fanboys here.

Do not mistake New Vegas for that "Fallout 3" shit. This is as close to Fallout 2 as we are getting in "the Console Era". The same as Dragon Age: Origins is today's Baldur's Gate II.

Worse? Yeah. Utter crap as people here say? Hell no.

Well The Witcher got a newspost (or possibly multiple ones) every time it had a patch released. Hell it got HALF OF THE YEAR IN REVIEW devoted to one of its patches. That's how much DU loved the game's patches.

Looks like the latest patch broke the GECK, the data file won't load. Hopefully it won't be several months before they fix it.

edit: never mind, looks like they updated the GECK as well.

Because they need to upgrade the GECK, if I recall the same happened with Fallout 3 were one of the patches did something that made the GECK unable to load the data files.

Its pretty much a non-issue as it does not render older plug-ins invalid.

Not sure whats the point in "balancing" single player rpg with patches, it`s not like someone will replay this game because damage on wepon x got nerfed. Waste of fucking time.

It seems many weapons have received some sort of upgrade to either damage, rate of fire, or effective range. I wonder if the changes would make a whole lot difference, but it is nice to see some fixes applied to perks, for sure. I guess this patch is a prelude to an upcoming DLC, I don't see any new set of achievement added to support its release.

Bitching about someone actually supporting their game now? Where do these shitheads come from? And how do we exterminate them?

Why is balance such a big issue for you guys? NV is a single player game; I doubt most people get upset when they find an overpowered weapon.

The opposite is often the problem: people become upset because their skill/money investments give them sub-standard rewards. If you put points into Explosives and buy a ton of Dynamite, Frag Grenades, Missiles, etc. and it's extremely difficult to take out things that are easy for Guns-focused characters, it can be more than a little annoying.

Additionally, players typically respond well to difficulty that moves on a "rollercoaster" over the course of the game. If a single weapon or set of weapons allows the player to crest and effectively coast through rest of the game, it's often a less enjoyable experience.

There's also a fundamental question to ask: is balance important at all? If so, then it should be done as well as is reasonably possible. Most of the balance tweaks I made for the last patch were done on my own time after normal work hours or on weekends. I am not responsible for designing or maintaining areas or quests, so the changes I made did not "subtract", if you will, from time devoted to other issues.
Holy shit Sawyer, you don't need to sacrifice your life and essentially work for free, you crazy tuning freak.

If you want to bitch about something, then bitch about why they made the weapon damage even better, renderring the game more easier than it already was. Or why they didn't overwork exp. pointgain throughout the game. Or why I am still able to create jack of all trades characters. :rage:

For achievmentta.. people who appreciate spoilers, there are some hints to the story in the achievments already. http://fallout.wikia.com/wiki/User_blog ... ch_for_PS3.

Nice. I still haven't played the last DLC that was released so maybe now I will do a new playthrough (I like that they tweaked the damage and durability, always felt underpowered or overdone).

Seems some of the guys here believe this is a forum about bitching around anything, and that makes you look cool & "codexian". Even when bitching about one of the best RPG's in the last 5 years getting support by a trully dedicated game designer.

Mr. Joshua E. Sawyer is actually helping people who like RPG's, and on his spare time. While you are just acting like a butthurt 14-years-old Marilyn Manson fan that "hates everything", trying to look tough/hardcore. :?

When it comes to Obsidian, they could deliver the perfect turnbased isometric RPG with C&C and amazing tactical combat that surpasses anything ever done before...and there are people here who would still bitch about it.

It will improve the experience for people who didn't play it yet, or who were planning on a replay anyway.

Why is balance such a big issue for you guys? NV is a single player game; I doubt most people get upset when they find an overpowered weapon.

I dunno, I get frustrated when I find something that breaks the game. Because either I stick with it and the game ceases to be challenging, or I gimp myself and get rid of it (the player shouldn't have to fix bad design). I want to be rewarded for being a good player, not because I lucked out and found the thing that breaks the game.

The problem is that when people hear "balance" in single player games, they think of literal balance ("every class is capable of the same things", "all weapon classes are equally strong"), instead of "everything has a use, and if you play normally you aren't likely to find a clearly superior build / item / whatever".
