Hasbro/WotC own the damn rights. They own all of D&D, just because they chose to retire the Planescape setting doesn't mean a damn thing.

CDP had no problems buying the rights recently to re-relase Planescape in a budget series (in Polish). These guys are just lazy.

Then again, if CDP could sell Torment on GoG they probably would already. I think they are limited to either box version or Polish version only.
