Here's the info:

Design a plug-in (under 1Mb) using existing game content and modifying it with Morrowind?s scripting abilities. Entries cannot contain any new game content, including game models and animation, terrain textures, retextured existing models, game music or any other resources that you create externally from the Morrowind Construction Set.

<b>ADVANCED LEVEL</b>
<br>
Design a plug-in that fits on one CD, which makes use of new game content that has to be created externally from the Morrowind Construction Set, including new game models, textures and sound or music files. You can use anything you like to create the extra content and also include any existing game content. All new resources must be implemented into the game in some way. Extra resources that are submitted but not implemented into the game within the submitted plug-in file will not be considered as part of the entry.</blockquote>
