That one particular thing seems to be a reference to Morroiwnd. The Daedric ruin of Ald Daedroth was a shrine to Sheogorath, and one of his followers was an orc who thought he was a Khajiit. He told you where to find the Gambolpuddy if you gave him Moon Sugar.
