NPCs don't change level at all, except for the guards when you steal something. But that's another thing, related to the cutted "crime system".
The only stupid thing is that mobs have buff and debuff status depending to your level. If a mob is 6 level beyond your level, then it gets a buff to its stats.

TW3 has multiple level scaling mechanisms.

One is for enemies: the game will increase health and protection for any mob which is outside the player's level +/-5 levels.

One is for quests: they will scale to your level. Let's say you are level 10 and you finish a quest for level 20; then the reward will be scaled to your level which means level 10. Items from quests under your level will not scale to your level. Exception for schematics which are not affected.

One is for XP: you get less XP for doing quests under your level. But doing a quest over your level will bring you the same amount of XP. Exception for skull mobs which bring an XP bonus.

Absolute bullshit, and you've clearly never played MMORPGs if you said that. I don't know what MMO quests mean for you, but they have nothing to do with the way quests work in TW3. Your average quest in MMO is something like "Kill x enemy to loot 20 ears/heads/bandanas/anal beads" or "Escort retarded AI to destination point" or "Pour 100 buckets of water on burning village".

Personally I don't remember many fetch quests in TW3. Maybe the contracts are predictable, but at least they had their own little backstory.

Well, this is easily excusable because you are playing as geralt. Within that characters range youll find you have plenty of options tho. Writing is not merely better, writing is very good to excellent for a very big strech of the game, tho there are some weak parts, its still stellar compared to anything weve gotten in years.

Then the game doesn't give a fuck about your choices and especially the ending is just pulling rabbits out of CDP's ass. At least F4 is more honest in this department because they don't even bother to implement ending slides (probably out of laziness).
Game does give a fuck about your choices tho, you literally shape the world with them. determine the fate of nations, of your own character and of that every mayor character in the game.

But there is one department in which TW3 simply dropped the ball. The combat mechanics are completely shit: over-abusing powers and clicking buttons without any logic whatsoever. There is no rhythm and rarely a specific sign is required. On par with Arkham shit.
Id say arkham shit was better and more fitting for its own setting. But still, combat in TW3 isnt bad, it just isnt good. Its comfortably sitting on that gray area when it rarely bothers you to do it, but it also rarely excites you too.

And this is unacceptable considering that TW3 is combat heavy and it was released in the same year as Dark Souls 2.

But they arent mmo shit quests, mmo shit quests send to you a field full of respawning enemies to kill X number or kill enemies till Y shit drops, which is exactly what fallout 4 does, the only difference is that fallout 4 does it in a "murder everyone to proceed to the next stage" fashion. All witcher quests have decent context, a lot of them have good dialogue and even some of them have very good surprises in them. But sure, when its a game as big as TW3 there are bound to be lower quality quests, even those have good context.

I think you have played a different game.

For example: Ciri's ends depends completely on some obscure choices (which don't make sense anyway).
(1) Ciri becomes Empress, (2) Ciri disapears or (3) Ciri becomes Geralt's companion as a witcher AFTER the game is over.
Basically your interaction with Ciri is deleted by the game designer because he knows better than you what would be Ciri's fate. Also you never have the chance to experiment the world shaped by your choices.

Personally my best RPG ever made is Wizardry 7 and it looks like it'll stay that way for many years to come. But not in my wildest dreams I would call W7 a well written game. I hope this simple message has finally sunk in.

The Witcher's 3 dialogue system is little bit better than in FO4/Biowaru games because at least when you pick a dialogue option, the outcome is reasonably predictable. It's still shit system all around I don't know why are any devs using it. Nobody complained about lists. Nobody. Keywords, yes, but lists?

In general the thing I've hated in The Witchers(played 1 and 2, dropped them quite quickly, used 3 to test brother's new PC for like 30 minutes as well) is that you have literally no fucking agency. Which reminds me of Biowaru games I also dislike.

Surprise, surprise, both companies feed STORYFAGGOTRY VIRUS.

Fallout 4 is not any better. In fact, Bethesda pushed the series into STORYFAGGOT direction ever since FO3 by adding "lel, more established character" and to nobody's surprise, the established character is still shit, because when you conform to STORYFAGGOT needs, you need good writer who's in good form to write something high quality. Sadly there are very few of them, and even then they don't aren't guarantee of good story or writing either. It would be smart to add some world simulation and design, good dungeons and re-think combat but Bethetards prefer chewing the poison of STORYFAGGOTRY

Combat in both games isn't something to write home about. While The Witcher 3 is definitely the best of its kind(batman/AC style shit) the foundations suck fucking dick so it's bad. Fallout 4 is an improvement over 3, but ass-stupid AI is ass-stupid and then you turn STALKER and realise that it's still much better post-apo open world shooter than multi-million dollars AAA game from 2015.

So the question should be "which popamole STORYFAGGOT cancer should I pick" and the answer is - the one that looks better, because why else would you play AAA shit?

Chill man. I don't love Fallout 4 and I'm pretty sure that I cannot defend it. It's a shitty shitty RPG experience but I cannot say that is a completely shitty game. Some people might enjoy it for what it is.

However my original statement was: "Objectively speaking the game is on par with Witcher 3". And this is not an endorsement for either F4 or TW3, it's just another way to say that both kind of suck (especially as action-RPGs).

It's a stereotypical shallow, frontloaded, instant gratification American product, perfumed shit, cotton candy of games, Michael- Bay-movie-like shooter with zero depth or value but full of awezum moments to keep you transfixed.

Yes some people might enjoy cotton candy because it tastes awesome the first five seconds but then you realize it's just whipped up sugar foam and if you eat too much of it you're gonna be sick to your stomach. When I got into the game I couldn't stop playing but now I can't stop being utterly disgusted.

But I can't really agree that "objectively speaking" they're on par, since you're using a very subjective and personal scale in your analysis. I do agree that they're both "shallow action games with some RPG elements". And that if we are talking and judging both solely by their mechanics, both are terrible RPGs. But in every way I can think of, Fallout 4 is worse: less C&C, less stats to choose, less dialogue options, less options, smaller world, less quests, more scaling, etc. It makes little sense to argue about which of broken cars is more broken than the other, but at least one of them still has wheels and pedals.
