It was a thing in the day and based on a good graphics engine (Ogre), but fizzled out long ago.

They are both close to useless in very different ways. Unity is a hack fraud engine by the shittiest company on earth and good luck making something with unreal without millions in budget.

Today if you want to make anything but a corridor shooter you are better off to either do 2d or else use opengl directly to make your game.

Is it possible to make similar game as Transistor in UE4 ? Transistor has handpainted levels (http://steamcommunity.com/app/237930/discussions/0/540742579460699373/)
How do you import handpainted environment in UE4 so that you can use lighting on it for 3d characters?

Also, which software is the best to import animations in UE4? Blender, Maya, 3dsmax... ?
