CConvince the Feminazguls the error of their ways in following a man such as Sawyer, and take the penetrator while they are distracted.
Point out that this encounter is completely imbalanced for your current level and he should really give you the penetrator to give you a fighting chance.
Otherwise it's just completely unfair shitty game design since you've already exhausted all the other branches in the main plot thread and there's no side quests.
