I've had a similar idea for a long time, except I've described it as "D&D meets X-com", and uh, not use 4E rules. Just fantasy in setting, and X-com in gameplay. Instead of researching guns and tech, you research metals and magic, etc.
Later I expanded on the idea by also having a simulation running outside of missions, so it's like... Medieval The Sims meets X-com. Fuck, I don't know.

It's a cool concept.
