Who was Loo Boo?
Lü Bu (died February 199),[1][2]courtesy nameFengxian, was a military general and warlord who lived in the late Eastern Han dynasty. Originally a subordinate of a minor warlord Ding Yuan, he betrayed and murdered Ding and defected to Dong Zhuo, the warlord who controlled the Han central government in the early 190s. In 192, he turned against and killed Dong Zhuo after being instigated by Wang Yun and Shisun Rui, but was later defeated and driven away by Dong Zhuo's followers. From 192 to mid 195, Lü Bu wandered around central and northern China, consecutively seeking shelter under warlords such as Yuan Shu, Yuan Shao and Zhang Yang. In 194, he managed to take control of Yan Province from the warlord Cao Cao with help from defectors from Cao's side, but Cao took back his territories within two years. In 196, Lü Bu turned against Liu Bei, who had offered him refuge in Xu Province, and seized control of the province from his host.
The man is the not-so bright Achilles of this particular era of Chinese history. Thankfully he has his talented advisor, Chen Gong, to keep him from going full retard.
The story so far can be summarized as thus:
1. Last emperors were incompetent fucks, allow corrupt eunuchs to kwanzanise the country and go full corruption
2. Major religious rebellion breaks out due to discontent. Military governors put it down after much ITZ.
3. Dong Zhuo, a governor with a strong army, seizes the young emperor and begins a reign of tyranny. Other lords unite to stop him. Dong burns the old capital and moves the emperor to the east.
4. Dong is assasinated by his adopted son, Lu Bu, who is soon after driven out Dong's former generals.
5. Chaos reigns as warlords begin to carve up their own territories.
And here are the warlords. The ones to watch out for are Cao Cao, Yuan Shao and Sun Ce. Liu Bei also has many talented officers.
First up, we gotta develop our two cities, Xiaopei to the west and the Xiapi to the east.
The buildings, from left to right are:
Finder (allows you to search for officers and items), market, farm, barracks, smith (manufacturing of siege weapons, armor etc), plot (shitty translation, basically increases the power of your plots and your defence against enemy ones, more on that later), academy (allows research, need 2 in a city) and guard post. (repairs gate defences, drills soldiers and patrols to keep imprisoned enemy officers from escaping)
Each building can be upgraded to level 5, which increases it's output. It must also have an officer assigned to it for it to produce well enough. The barracks requires an officer with good LEAD (leadership) attribute, the finder, plot and smithy with INT, farm and market require POL (politics) and the guard outpost with WAR. (personal fighting capability) There are also 2 officer stats per building that enhance it's output or add special effects, like HEAL for barracks which heals your wounded soldiers.
Each city has a certain amount of city technologies that you can activate by having the amount of specific buildings required.
For example, XiaPi has the Aim tech, which grants each officer in the city the Aim skill, allowing officers who specialize in archers to hit harder and from a bigger distance. It required 4 levels in farm, which means either 4 1lvl farms or 1 4lvl farm and 3 levels in academy. The full name, description and requirements for each tech can be seen by mousing over them.
Xiapi has the Elite Recruitment tech, which allows your smithies to manufacture shields and heavy armor for your infantry, so we'll need at least 2 smithies to produce enough. It's also our main city, so 2 academies will have to be put in there. That takes up 4 free slots already.
Xiaopei, whose prefect is Zhang Liao, is smaller in scale but has a strategic position.
One turn after
Xiapi now has 2 academies, 2 smithies, 2 barracks, 1 market, farm, finder and guard outpost. Time to start building up weaponry.

Rams and catapult are grayed out due to not having researched their right tech, heavy armor increases the fighting capability of all unit types that are equipped with it and shields require the city technology to be active. They really boost infantry defence and add extra protecting from arrows. Really good to have.
We'll let Diao Chan build heavy armor for now.
Next up, we gotta increase the pay of some of our officers to increase their loyalty, less they leave us for better job offers. Each raise is 50 gold that goes directly out of your monthly revenue.
Next up, it's time to begin with research. The yellow one is Lu Bu's special ability, Raid, which increases cavalry speed and attack power by 5% each level. Add it with the rest of the cav ones and Lu Bu and his bros end up being 50% more sanic and hard hitting.
The blue techs are the domestic ones and Lu has got really shit upper limits, which will hurt us.
Tools allow you to build and increase the power of your siege weapons, Level 4 allows you to build catapults, which are good against both troops and structures. Won't be seeing any of them with Lu.
Convoy decreases food cost and time of transporting troops and armaments from city to city, cost decreases gold and time needed for buildings, raise increases troop recruitment rate, fame your...fame (granting you promotions for you and your officers-more on that later) and bargain increases your negotiation capability with tribes.
We'll set 2 officers to begin with income.
Chen Gong informs Lu that he can begin to train a promising officer.
There's 4 kinds you can pick from:
one with good lead, one with good war, one with int and one with pol. The last option is a random assortment.
We have enough hard hitter, we need a good money maker.
The first guy already has two skills, one of them being farm. Looks good enough.
He'll improve.
For 3-4 turns you get 1 option each turn to train him in one specific skill set. Studies on Confucianism give a 100% of increasing his POL by 5 and giving him the SALE trait, which is what we need.
Next turn, the first batch of city techs in Xiapi and Xiaopei begin to activate.
Then shit begins to hit the fan in China.
