Looks a bit like Sub Culture indeed but I was playing the demo version of Bullfrog's cancelled Magic Carpet engine powered Creation.

I found the demo on a demo cd but apparently it's also available on the Internet Archive.

See, you found the solution to your problem right there.

I honestly wouldn't mind having teddy floppy ear instead of animu girls, but it seems like the Japanese are the only race capable of making good bullet hell shmups, so there's not much choice. I'd post some spaceships as well but I'm too scrub to 1CC Crimzon Clover.
