It's a weaker Hidden Agenda but at the same time is less random and more transparent.

Hidden Agenda was brilliant (but simple) so it doesn't sound bad at all. On the other hand HA wasn't very random at all iirc. It was all about how many factions you pleased with your decisions. If a good enough number you could survive a coup against you if not game over. Not that random at all, again - iirc.

Edit: i'm assuming we are talking about the 1988 game (in glorious two colors !). Anyway you made me interested in the Rogue State.
